    Job Summary:

    The City Planner is a high profile key position responsible for administering the activities of current and advanced planning for the City of Owasso and serving as staff advisor to the Planning Commission. This position is also responsible for implementing all aspects associated with land use planning and development projects.  Work is performed under the general supervision of the Community Development Director and does not have supervisory responsibilities.



    $53,683 – $72,472 annually, depending upon qualifications and experience

    • Monday – Thursday 7:30am-5:30pm; Friday 7:30-11:30am
    • Must be available Tuesday evenings for Council Meetings, and a Monday and Thursday evening once a month


    Essential Functions:

    May include the following, but is not limited to:

    • Develops and implements goals, objectives, policies and priorities related to the planning function of the Community Development Department
    • Provides broad based planning services to the Public, City Council, appointed boards including the Planning Commission and Board of Adjustment and City Staff, including the Director of Community Development and the City Manager
    • Serves as staff advisor and submits reports and recommendations to the Board of Adjustment, Planning Commission, City Council, and other boards and commissions
    • Participates in planning activities, including data collection, analysis, plan formulation, and implementation of a wide variety of planning, zoning and environmental review activities
    • Reviews applications for residential, commercial and industrial development; evaluates alternatives and conformance with City policies, ordinances, and the Land Use Master Plan
    • Interprets and provides advice concerning the zoning code, subdivision regulations and other related development codes
    • Updates and assists with preparing long-range planning documents such as the City’s Land Use Master Plan and other assigned plans; prepares modifications to specific Master Plan elements
    • Confers with and provides information to property owners, contractors, developers, engineers, architects and the public regarding conformance to standards, plans specifications and codes; explains codes, requirements and procedures and evaluates alternatives; advises on development applications and processes
    • Conducts and coordinates plan review with other departments and Technical Advisory Committee
    • Assists with special studies including Comprehensive Plan updates and code amendments
    • Makes recommendations on planning related issues to the Community Development director, City Manager and other public officials
    • Coordinates planning activities with other City divisions and outside agencies
    • Analyzes and streamlines the development review process
    • Assembles presentations using Power Point software for meetings
    • Performs other duties as assigned in a positive manner which supports the vision and strategic objectives of the Division/Department and the entire organization of the City of Owasso


    Minimum Qualifications &/or Experience:

    • Bachelor’s Degree in Urban Planning, Public Administration, Landscape Architecture, or related field required
    • Knowledge of principles and practices of urban planning and zoning administration
    • Two years of local government planning experience
    • Effective oral communication skills, ability to make presentations to City Council, Boards and Committees
    • Excellent writing and organizational skills. Qualified applicants will be asked to provide writing samples that demonstrate such skills.
    • Ability to provide professional, punctual and courteous service to the public, and deal with adversarial situations tactfully and firmly, while striving to enforce the local zoning code and maintain a spirit of cooperation and problem solving
    • Valid Oklahoma Driver License with good driving record

    Preferred Education, Experience and/or Certifications:

    • Master’s Degree in Urban Planning, Public Administration, Landscape Architecture, or related field
    • AICP certification desired
    • GIS experience
    • Some private sector experience will be considered a plus 

    Working Environment and Physical Requirements:

    • Incumbent must maintain the following physical abilities
      • Ability to operate a variety of equipment, machinery and/or tools as required to perform essential functions of job
      • Use body members to work, move or carry objects or materials
      • Regularly see well enough to operate equipment, read directions and specifications (frequently with small print), inspect work performed and view a computer screen
      • Hear well enough to converse on the telephone in assisting the public during emergency and non-emergency situations
      • Use hands and fingers for operating required equipment, for answering the telephone, using computer keyboard, and writing
    • Maintain mental capacity which permits:
      • Making decisions and using good judgment within the context of specific job responsibility
      • Prioritizing work activities
      • May be required to attend occasional evening meetings
    • Environmental Exposure which includes:
      • Occasional exposure to changing temperatures, inclement weather, and other routine outdoor elements
      • Minimal exposure to fumes and/or noxious gas
    • Primary Job Location: The majority of the work performed is done in an office in the Community Development department, though some work in the field is required.
